Michael Billowits
Quantum Murray LP Michael Billowits is General Manager of Remediation at Quantum Murray LP. Mr. Billowits has a Bachelor of Science and a Master of Science in Engineering from Queen’s University. He hasworked in the field of contaminated sites management for the past 15 years in the roles ofconsultant, owner, and environmental contractor. Mr. Billowits also worked as an engineering consultant for eight years in the Yukon and was responsible for completing site investigation,remediation design, and construction management services for a variety of complex.contaminated sites. Furthermore, Mr. Billowits worked as the National Manager of Contaminated Sites for Public Works and Government Services Canada between 2000 and 2006, where he was the functional lead for contaminated sites management for various federal properties. |
Janet L. Bobechko
Ms Bobechko is a partner at Blaney McMurtry LLP. Janet is a Certified Specialist in Environmental Law by the Law Society of Upper Canada and was on the Canadian Brownfield Network-Advisory Panel since its inception to 2009. Patrick Carson
Patrick Carson was born and educated in Northern Ireland and moved to Canada in 1974. Prior to immigration, he spent 9 years with Ford of Europe, managing material planning, production control, engineering design and analysis. He joined Loblaw Companies in 1975, ($30 billion corporation) and during his tenure of 25 years, Patrick held senior executive positions in the areas of corporate development, strategic planning, and environmental affairs. His concepts led to the introduction of the first line of commercially available environmental (green) products in North American supermarkets. In 1992, Mr. Carson was appointed by the Prime Minister of Canada (Right Honorable Jean Chretien) to the National Round Table on the Environment and Economy, and was re- appointed in 1995. The N.R.T.E.E. is a '' think tank '' that advises the government on sustainable economic policies. Patrick has also acted as a policy advisor to the Deputy Prime Minister, the Minister of the Environment, the Minister of Culture, and as an ''ad hoc '' advisor to the Minister of Agriculture and the Minister of Youth. David Crocker
David Crocker is a partner in the Toronto office of Davis LLP, a leading Canadian full-service law firm. Managing Partner, Kilmer Brownfield Equity Fund Mr. Harper is a managing partner in the Kilmer Brownfield Equity Fund which is the Canada’s first private equity fund to specialize in brownfield redevelopment in the Canadian marketplace. The pairing of brownfield redevelopment and private equity capital is intended to specifically address the financial barriers that have historically impeded activity on brownfield sites during the site restoration and redevelopment stages. Federation of Canadian Municipalities’ Green Municipal Fund Jas Michalski, Canadian Certified Environmental Practitioner (CCEP) is the Development Manager with the Federation of Canadian Municipalities’ Green Municipal Fund. He is a Registered Professional Biologist with 16 years of experience in the private, municipal and NGO sectors. He began his career as an environmental consultant in British Columbia focusing on aquatic resources before joining the District of Squamish, BC as the inaugural Environmental Coordinator where he was responsible for a broad spectrum of environmental issues. In particular, he was the main municipal contact for the remediation of the CanOxy (COPL)/Nexen waterfront brownfield site. This was a 29 hectare property that was previously a chlor-alkali and sodium chlorate plant. The site was remediated and restored to productive use in 2003 and turned over to the District of Squamish for development. Since 2003, he has worked for the FCM’s Green Municipal Fund providing financial services and resources to Canadian municipal government to improve environmental performance and reduce greenhouse gas emissions. In his current role, he is responsible for setting the scope of future capital project funding opportunities in the brownfields, water, waste, transportation and energy sectors. |

Angus Ross, Chairman
L & A Concepts Angus was born in India and educated in the Channel Islands and England. He retired in June, 2000 after 36 years in the reinsurance industry, ending as the President of the Canadian operations of Sorema – then a major French reinsurer. He has been a tireless advocate for the environment for many decades, ranging through pollution and contamination to climate change, where he was spokesman for the Canadian insurance industry. In 1995 he was appointed by the Prime Minister to the National Round Table on the Environment and the Economy and chaired two task forces on brownfield redevelopment, including the one that created the National Brownfield Redevelopment Strategy for Canada in early 2003. He was also a member of task forces on Water and Wastewater Issues, Domestic Emissions Trading, and Greening the Budget In 2004 he agreed to become the first Chair of the Canadian Brownfields Network (CBN) Advisory Panel and in 2005 he was the recipient of the CUI “Brownfielder of the Year” Brownie award. He is now Spokesperson for the CBN and a member of its Executive Committee. He is currently an independent arbitrator and consultant on reinsurance matters and a (mostly) pro bono adviser on environmental issues. |
Christian Shelepuk
Christian Shelepuk currently serves as Residuals Diversion Manager for Wal-Mart Canada, a position he has held since June 2007. He is responsible for the operations and development of waste management, recycling, and various material diversion programs across Canada. His mandate is to create programs that will progress Wal-Mart Canada towards achieving their corporate goal of zero waste in a manner that is both fiscally and environmentally responsible. Prior to joining Wal-Mart Canada, Christian was a consultant with Wasteless Environmental Services Inc. a subsidiary of Oakleaf Inc. His career in waste and recycling began nine years ago with his employment at Waste Management Inc. While at Waste Management, Christian completed his Bachelor of Administrative Studies degree with Honors at York University. |
Elliot Sigal, B.Sc., QPRA, Executive Vice President
Intrinsik Environmental Sciences Inc, Standards & Risk Assessment Elliot Sigal is a Senior Scientist and Executive Vice President of Intrinsik Environmental Sciences Inc. Mr. Sigal graduated with an Honours B.Sc. in Toxicology from the University of Toronto in 1988 and has over 20 years of experience in risk assessment and toxicology, specializing in human health related issues. Mr. Sigal is a full member of the Society of Toxicology and qualifies as a QPRA under Ontario's Record of Site Condition Regulation (O. Reg. 153/04). Mr. Sigal has experience in all aspects of toxicology and risk assessment. Mr. Sigal has been responsible for leading risk assessment teams in determination of potential for exposure of and risk to receptors associated with complex contaminated sites, military base closures, underground storage tanks, incinerator/WTE emissions, landfill sites and industrial processes. He has overseen and contributed to hundreds of risk assessments, including more than 10 successfully completed in compliance with O. Reg153/04. Mr. Sigal has conducted peer reviews on many risk assessments in jurisdictions across Canada and the U.S., and has conducted reviews of risk assessments and PSFs under O.Reg. I53/04 on behalf of the Ontario Ministry of the Environment. |

Usman A. Valiante

Marcia Wallace, PhD, MCIP, RPP
Ministry of the Environment Marcia Wallace is the Manager of Program Development – Approvals Modernization in the Ministry of the Environment’s newly formed Environmental Programs Division. Marcia led the creation of the Ministry’s new Renewable Energy Approval program, a streamlined approach to the regulation of renewable energy projects in support of the Green Energy Act, 2009. Marcia continues to develop and design the program supports necessary to make this new approach a success. Prior to coming to MOE, Marcia spent 8 years with the Ministry of Municipal Affairs and Housing. She was the province’s first Brownfields Coordinator, providing a strategic policy and program development and coordination role for the Province on the remediation and rehabilitation of contaminated sites. She has also led numerous consultation, legislation, policy making and program development projects on a variety of land use, environmental, design and infrastructure initiatives. Marcia has a Ph.D. from the University of Waterloo, and is a Registered Professional Planner with the Ontario Professional Planners Institute (OPPI). |
